World Vision International has announced a new consultancy vacancy in Sierra Leone for 2026. The opportunity is part of a national digital transformation project focused on improving human rights reporting systems.

The role is based in Freetown and is targeted at experienced professionals in ICT, data systems, and monitoring and evaluation (M&E).

JOB TITLE

National Consultant – Digitalization of Human Rights Reporting System

JOB SUMMARY

This consultancy aims to transform existing paper-based human rights reporting processes into a fully digital system. The selected consultant will support the design, development, and implementation of a modern electronic reporting platform.

The project is implemented in collaboration with national institutions and development partners supporting health and human rights systems in Sierra Leone.

KEY RESPONSIBILITIES

The consultant will be expected to:

  • Review current human rights reporting systems
  • Identify gaps in existing data collection processes
  • Design and develop a digital reporting system
  • Use CommCare or similar digital platforms
  • Build databases and dashboards for reporting
  • Develop Power BI dashboards for real-time data visualization
  • Support stakeholder consultations and coordination
  • Train users on the new system
  • Provide technical support after system testing and deployment

REQUIREMENTS

Applicants are expected to have:

  • A university degree in Computer Science, Information Technology, Software Engineering, or related field
  • At least 7 years of professional experience
  • Minimum 3 years’ experience in M&E system development
  • Strong knowledge of databases and reporting systems
  • Experience with CommCare or similar platforms
  • Good analytical and communication skills
